A leaked internal memo, titled “Abolishing FEMA”, was recently obtained by Bloomberg News. It was commissioned by Trump’s current DHS team, including Kristi Noem, who is co-chairing a FEMA review council. The memo outlines a plan to drastically gut FEMA.
The proposal includes:
👉 Eliminating long-term housing assistance for disaster survivors
👉 Shutting down enrollment in the National Flood Insurance Program (which 4+ million Americans rely on)
👉 Narrowing FEMA’s response only to massive, headline-grabbing disasters (like 9/11 or Katrina), leaving smaller communities stranded
👉 Transferring responsibility to already overburdened state governments
Carrie Speranza, president of the U.S. Council of Emergency Managers and a former FEMA advisor, said: “You should not expect to see FEMA on the ground unless it’s 9/11, Katrina, or Superstorm Sandy.”
Only Congress can fully abolish FEMA, but the Trump administration is already laying the groundwork:
👉 FEMA has lost over 2,000 staff since January.
👉 Trump’s acting FEMA chief threatened to “run right over” staff who resist the changes.
👉 Several readiness grants and essential programs have been cut or denied.
This isn’t a drill. It’s a calculated dismantling of a vital federal agency during a time when climate disasters are increasing in size, cost, and frequency.
